A firm requested reconsideration of its dismissed protest of an Army contract award for conversion services. GAO had held that the protester untimely filed its protest more than 10 days after it knew the basis of protest. In its request for reconsideration, the protester contended that it filed its agency-level protest within 10 days of its debriefing and its GAO protest within 10 days of the Army's adverse action. GAO held that: (1) the protester could not submit in its reconsideration request evidence supporting the timeliness of its initial protest, since it had this information at the time of its initial protest; (2) it was not required to request further information before dismissing the protest; and (3) the protester had constructive notice of the bid protest regulations, since they were published in readily available government publications. Accordingly, the request for reconsideration was denied.
