A firm protested an Army contract award for conversion services, contending that the Army improperly evaluated the awardee's: (1) proposed costs; (2) responsibility; and (3) past performance. GAO held that the protester untimely filed its protest more than 10 days after it learned the basis of protest. Accordingly, the protest was dismissed.
