A firm protested the Air Force's rejection of its bid as nonresponsive, contending that its signed certificate of procurement integrity-modification was sufficient to bind it to the basic certificate requirements. GAO held that the: (1) modification certificate was not the same as the basic certificate, since it concerned only potential post-award contract modifications; (2) protester did not satisfy the requirement for a signed certificate of procurement integrity; and (3) Air Force properly rejected the protester's bid as nonresponsive, since the basic certificate was a material requirement. Accordingly, the protest was dismissed.
