A firm requested reconsideration of its dismissed protest of the Department of State's rejection of its late bid. GAO had held that the protester was not sufficiently interested to protest, since it would not be in line for award even if its protest was sustained. In its request for reconsideration, the protester contended that GAO erroneously determined that the awardee's bid was responsive. GAO held that the protester: (1) untimely filed its protest more than 10 days after it knew the basis of protest; (2) presented no evidence that warranted reversal of the original decision; and (3) could not request reconsideration of another dismissed protest, since it was not the interested party in that protest. Accordingly, the request for reconsideration was denied.
