[Protest of Subcontract Award]

A firm protested a prime contractor's subcontract award. GAO held that it did not have jurisdiction to consider the protest, since the: (1) award was not on behalf of the government; and (2) government played no part in the procurement. Accordingly, the protest was dismissed.
