A firm protested a General Services Administration (GSA) lease award, contending that GSA: (1) performed an improper cost-technical tradeoff in selecting the awardee's technically inferior bid; and (2) should have considered relocation costs in its bid evaluation. GAO held that: (1) the protester untimely filed its protest of alleged solicitation improprieties; (2) GSA properly awarded the contract to the low responsive bidder; and (3) GSA properly evaluated the bids in accordance with the solicitation's evaluation criteria. Accordingly, the protest was dismissed.
