[Protest of Army Corps of Engineers Contract Award]

A firm protested an Army Corps of Engineers contract award. GAO held that: (1) the protester did not state a valid basis of protest; and (2) there was no evidence that the awardee's bid was materially unbalanced to justify rejection of its bid. Accordingly, the protest was dismissed.
