[Protest of Army Rejection of Late Bid]

A firm protested the Army's rejection of its late bid, contending that its bid was delivered late due to an unforseen traffic accident. GAO held that the Army properly rejected the protester's late bid, since the bid's late delivery was not due to improper government action. Accordingly, the protest was dismissed.
