A firm protested a Navy solicitation for aircraft engine components, contending that the solicitation was defective, since the Navy did not specify the requirements that would be used to qualify bids. GAO held that the protest was premature, since the Navy had not determined whether the qualification requirements would be used in its evaluation. Accordingly, the protest was dismissed.
