Highlights

A firm protested two Navy contract awards for chemicals, contending that the awardee's bid did not meet the solicitation specifications. GAO held that: (1) it would not review the protest, since it concerned a matter of contract administration; and (2) there was no basis to conclude that the awardee's bid was nonresponsive, since the awardee took no exception to the solicitation specifications. Accordingly, the protest was dismissed.
