A firm protested the Small Business Administration's (SBA) refusal to issue it a certificate of competency (COC) under an Army solicitation for aviation ground power units. The protester contended that: (1) the SBA decision was unreasonable and made in bad faith; and (2) there were numerous improprieties in the Army's bid evaluation and award decision. GAO held that: (1) it had no authority to review the SBA judgment; (2) the protester failed to show that SBA acted in bad faith or failed to consider vital information bearing on its responsibility; and (3) the protester was not sufficiently interested to protest the award, since its COC was denied by SBA. Accordingly, the protest was dismissed.
