[Protest of Army Bid Rejection]

A firm protested the Army's rejection of its bid and issuance of defective solicitation amendments. GAO held that the protester untimely filed: (1) its protest of its exclusion from the competitive range more than 10 days after it knew the basis of protest; and (2) after bid opening its protest of the alleged solicitation improprieties. Accordingly, the protest was dismissed.
