A firm protested an Air Force contract award, contending that the Air Force: (1) improperly applied a 10-percent small-disadvantaged-business preference to the awardee's bid; and (2) should have made award to it, since it was the low responsive bidder. GAO held that the awardee's small-disadvantaged-business status was not subject to GAO review. Accordingly, the protest was dismissed.
