[Protest of SBA Refusal to Issue COC]

A firm protested the Small Business Administration's (SBA) refusal to issue it a certificate of competency (COC) for an Army solicitation. GAO held that: (1) it had no authority to review the SBA judgment; and (2) the protester failed to show that SBA acted in bad faith or failed to consider vital information bearing on the protester's responsibility. Accordingly, the protest was dismissed.
