[Protest of GSA Contract Award for Travel Management Centers]

A firm protested a General Services Administration (GSA) contract award for travel management centers, contending that: (1) GSA failed to amend the solicitation to reflect the Small Business Administration's (SBA) revised size standard for small businesses; and (2) the awardee did not qualify as a small business. GAO held that: (1) the SBA size standard revision did not apply to the GSA solicitation, since the solicitation was issued before the revision; (2) the protester was not sufficiently interested to protest, since SBA determined that it did not qualify as a small business under the GSA solicitation; and (3) SBA had sole jurisdiction to determine the awardee's size status. Accordingly, the protest was dismissed.
