[Protest of USDA Contract Award]

A firm protested a Department of Agriculture (USDA) contract award, contending that the awardee could not perform the contract as required. GAO held that it would not consider the protest, since there was no evidence of bad faith or fraud on the part of the procurement officials or that USDA misapplied definitive responsibility criteria.
