A firm protested an Agency for International Development (AID) contract award, contending that AID improperly evaluated the low bidders' responsiveness. GAO held that it would not consider the protest, since: (1) AID rejected the protester's bid as materially unbalanced; and (2) the protest issue was academic and had no practical consequences to an existing federal procurement. Accordingly, the protest was dismissed.
