[Protest of HUD Bid Rejection]

A firm protested the Department of Housing and Urban Development's rejection of its bid. GAO held that the protester was not sufficiently interested to challenge the procurement, since: (1) it was not a small business; and (2) would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
