Highlights

A firm protested a Defense Logistics Agency (DLA) solicitation for marine fenders, contending that the solicitation specifications were restrictive and not competitive. GAO held that the protester: (1) did not show that the solicitation specifications exceeded DLA minimum needs or that they adversely affected competition; and (2) untimely filed its protest regarding the alleged solicitation improprieties. Accordingly, the protest was dismissed.
