[Protests of DGSC Contract Awards for Engine Oil]

A firm protested a Defense General Supply Center (DGSC) contract award for engine oil, contending that DGSC should have delayed bid opening to allow firms other than the awardee to obtain certification under the relevant military specification. GAO held that the protester untimely filed after bid opening its protests against alleged solicitation improprieties. Accordingly, the protests were dismissed.
