A firm protested an Air Force subcontract award for technical support services, contending that the Air Force: (1) made the award in bad faith, since it knew that the awardee did not have to immediately provide the required services; and (2) attempted to eliminate other small disadvantaged contractors from competition. GAO held that the protester: (1) made no showing of bad faith by the Air Force; and (2) untimely filed its protest. Accordingly, the protest was dismissed.
