A firm requested reconsideration of its denied protest of a Navy contract award for delivery vehicle overhauls. GAO had held that the Navy properly determined that the awardee's bid was technically acceptable. In its request for reconsideration, the protester contended that the Navy failed to consider the awardee's admission that its proposed equipment was government owned. GAO held that: (1) although the awardee referred to the government equipment in its comments on the protest, it also indicated that it owned one piece of operational equipment and would subcontract for other equipment to perform tests its equipment could not accommodate; (2) the solicitation did not require that the awardee own its proposed equipment; and (3) the protester failed to provide any evidence that warranted reversal of the original decision. Accordingly, the request for reconsideration was denied.
