A firm protested a Department of Energy prime contractor's rejection of its bid for wastewater treatment facility construction, contending that the prime contractor unreasonably evaluated its technical proposal. GAO held that the protester untimely filed its protest more than 10 days after it knew the basis for its protest. Accordingly, the protest was dismissed.
