A firm protested a Navy contract award for simulator operation and maintenance, contending that the Navy improperly: (1) eliminated its bid from the competitive range; and (2) determined that its bid was unrealistically low. GAO held that the: (1) Navy reasonably determined that the protester's bid was technically unacceptable; (2) Navy reasonably determined that the protester's bid price was unrealistically low and represented an unacceptable risk; and (3) protester was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
