A firm protested a General Services Administration (GSA) contract award for office space, contending that: (1) it should have been awarded the contract, since its bid met all the solicitation's specifications; and (2) its protest was timely, since it did not receive written notice of the initial adverse agency action on its protest. GAO held that: (1) GSA properly awarded the contract; and (2) the protester untimely filed its protest more than 10 days after it learned of the initial adverse agency action. Accordingly, the protest was dismissed.
