[Request for Reconsideration of Denied Reconsideration Request]

A firm requested reconsideration of its denied request for reconsideration of a Department of Energy subcontract award. GAO had held that the: (1) awardee was not required to obtain a state license as a precondition to award; and (2) protester untimely filed its protest of the issuance of the solicitation and the failure of the awardee's bid to conform to the solicitation specifications. In its second request for reconsideration, the protester reiterated its previous arguments and disagreed with the original decision. GAO held that the protester failed to present any evidence that warranted the reversal of the original decision. Accordingly, the request for reconsideration was denied.
