[Protest of VA Contract Award]

A firm protested a Department of Veterans Affairs (VA) contract award, contending that the awardee: (1) was not qualified to perform the contract; and (2) was improperly issued a certificate of competency by the Small Business Administration (SBA). GAO held that it did not have authority to review the VA responsibility determination or SBA issuance of a certificate of competency. Accordingly, the protest was dismissed.
