A firm protested a Western Area Power Administration (WAPA) solicitation for computer maintenance, contending that: (1) WAPA unreasonably failed to answer the questions it submitted prior to bid opening; and (2) the solicitation contained ambiguous, restrictive, and inappropriate specifications. GAO held that WAPA did not answer the protester's questions, since: (1) the protester submitted its questions more than 2 weeks after the cut-off date for requests for clarification; (2) there was not sufficient time to reply to all prospective bidders before bid opening; and (3) there was no apparent need to issue further clarifications. Accordingly, the protest was denied.
