PROCUREMENT Bid Protests GAO procedures GAO decisions Reconsideration Request for reconsideration is denied where protester fails to state any legal or factual grounds for reversal or modification of the decision. Our Office will not consider any request for reconsideration which does not contain a detailed statement of the factual and legal grounds upon which reversal or modification is deemed warranted. Other than to indicate that reconsideration is sought "for technical reasons" which it will explain "shortly.". A request for reconsideration which merely announces the protester's disagreement with the decision without any explanation as to the legal or factual basis for that disagreement is not legally sufficient under our procedures and will not be further considered.

DECISION National Window, Inc. requests reconsideration of our decision, National Window, Inc., B-251959, Apr. 16, 1993, 93-1 CPD Para. ___, in which we denied its protest against the rejection of its bid by the Department of Veterans Affairs under invitation for bids No. 630-81-92.

We deny the request for reconsideration because it does not state any legal or factual grounds for reversal or modification of the decision.

Our Office will not consider any request for reconsideration which does not contain a detailed statement of the factual and legal grounds upon which reversal or modification is deemed warranted. Bid Protest Regulations, 4 C.F.R. Sec. 21.12(a) (1993). Here, the protester has furnished us with no explanation as to its basis for seeking recon- sideration, other than to indicate that reconsideration is sought "for technical reasons" which it will explain "shortly." A request for reconsideration which merely announces the protester's disagreement with the decision without any explanation as to the legal or factual basis for that disagreement is not legally sufficient under our procedures and will not be further considered. Cf. MEI Envtl. Servs.--Recon., B-231401.2; B-231401.3, June 16, 1988, 88-1 CPD Para. 579 (submission which announces intention to protest but fails to state grounds for protest does not constitute a sufficient protest and will be dismissed).

The request for reconsideration is denied.
