Highlights

Two firms protested an Air Force solicitation for digital acquisition systems, contending that the solicitation contained conflicting and unreasonable requirements regarding benchmark testing for the offered products. GAO held that: (1) based on submission of their initial proposals, the protesters were aware of the benchmark test requirements and untimely filed their protests after bid opening; and (2) one protester was not sufficiently interested to challenge the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protests were denied.
