A firm protested four Defense Logistics Agency (DLA) contract awards for fabricated metal items, contending that: (1) DLA improperly used an unspecified evaluation factor; and (2) the awardees were ineligible because they were not regular dealers. GAO held that: (1) DLA reasonably evaluated the bids; and (2) it did not have jurisdiction to determine a vendor's legal status as a regular dealer or manufacturer. Accordingly, the protest was denied in part and dismissed in part.
