A Bureau of Reclamation employee claimed reimbursement for examination fees, contending that he incurred the fees to meet a requirement that the Bureau imposed on him as a condition of employment. GAO held that the employee was required to bear the cost of qualifying for a position in the federal service. Accordingly, the claim was denied.
