The Army requested a decision regarding whether it could offset a payment for a certain portion of relocation expenses due an employee by the amount of an erroneous payment the employee previously received for other relocation expenses. GAO held that the Army could set off an overpayment in determining the amount of reimbursement the employee was entitled to receive for other expenses incurred in connection with a transfer. Accordingly, the claim was allowed.
