A firm claimed reimbursement for tarpaulin and delivery services costs, contending that it: (1) covered the items transported under each Government Bill of Lading (GBL) with tarpaulins; and (2) stopped to pick up items in connection with one of the GBL transactions. GAO held that the claimant was not entitled to reimbursement for tarpaulin and delivery services costs, since the transaction records did not indicate that the government requested tarpaulins or a stop-off. Accordingly, the claim was denied.
