The Army requested a decision regarding three students' claims for holiday pay and business travel. The Army advised that the students, who were under contract to provide technical support to defense research contracts, claimed reimbursement for: (1) mileage charges for local business travel; and (2) pay for a holiday when the contractors did not work. GAO held that the: (1) contracting officer's representative certified the travel log for the mileage charges; and (2) students' contracts included provisions for pay for federal holidays, proportionate to the number of hours worked on work days. Accordingly, the claims were allowed.
