[Census Employee's Request for Waiver of Compensation Overpayments]

A Census Bureau employee appealed the Bureau's denial of his request for waiver of compensation overpayments. The employee stated that the Bureau did not provide documentation stating the limitation on his entitlement to premium pay. GAO held that the employee: (1) read the regulation regarding the pay limitation and presumably understood its contents; (2) should have known that the payments for Sunday differential were made in error and that repayment would be sought by the Bureau. Accordingly, the request for waiver was denied.
