The Air Force requested a decision regarding accrual and charging of military leave by reservists who were federal employees. GAO held that: (1) federal employees who served on extended active military duty accrued leave at the beginning of subsequent years and were able to use leave without returning to civilian status; (2) employees on extended active military duty did not have to be charged for intervening nonworkdays occurring between the beginning of subsequent fiscal years, and each fiscal year should be considered separately and on a calendar basis; and (3) the Air Force could allow employees to choose whether to use military leave or other types of leaves for workdays included in absence due to military duty. Accordingly, reservists could accrue military leave.
