A firm protested the Navy's rejection of its bids as nonresponsive for heating and cooling systems and car wash construction, contending that it submitted two bid bonds signed by the named individual surety with its bid. GAO held that the Navy properly determined that the protester's bid bonds were defective, since one was signed by the principal and one was blank. Accordingly, the protests were dismissed.
