A firm requested a review of the General Services Administration's (GSA) audit actions on more than 1,000 transactions under a freight consolidation program, contending that the amount of freight consolidated under individual bills of lading was questionable. GAO held that GSA generally applied the proper billing basis in its audit actions. Accordingly, GAO remanded the matter to GSA for further review.
