[Availability of NEA Appropriation for Matching Grants]

The National Endowment for the Arts (NEA) requested a decision concerning the availability of an NEA appropriation for matching grants. GAO held that unless language in the appropriation act itself expressly provided otherwise, the period of availability of any appropriation specified in the act expired at the end of the fiscal year for which the appropriation was provided. Accordingly, the NEA appropriation for matching grants is only available for obligation until September 30, 1992.
