Request for Views on Implementation of the "Farms for the Future Act of 1990" with Respect to the State of Vermont

The Chairman of the Committee on Agriculture, Nutrition, and Forestry requested GAO's opinion on whether funds were available for implementation of a pilot project in Vermont for the Farms for the Future Act of 1990, and if implementation of the project would violate the Antideficiency Act. The Department of Agriculture contended that no appropriations were available to implement the project, while the Chairman stated that funds were available.
