The measure of damages to repair or replace an item damaged in shipment is the reasonable cost to put it in as good a condition as it was in prior to the damage. GAO will accept service administrative estimate of reasonable repair costs in the absence of competent evidence from the carrier demonstrating that the amount is unreasonable. That decision is affirmed.

Resource Protection Consultants:

This responds to your January 29, 1991, appeal on behalf of American Van Lines, Inc., of our Claims Group's decision in Z-2862118-1, which involved the shipment of the household goods of Air Force member Terry L. Nierenhauser.

Upon review of the record, we find no error of law or fact in the Claims Group's decision. Accordingly, that decision is affirmed.
