The Soil Conservation Service asked whether it could make payments on facsimile invoices submitted by a contractor. GAO held that the agency could make payments to a contractor based on facsimile invoices as long as it had adequate internal controls to guard against fraud and overpayments, and it determined that accepting facsimiles was beneficial to and cost-effective for the government.
