A firm protested an Immigration and Naturalization Service (INS) contract award for systems furniture, contending that: (1) the awardee's bid omitted required items; (2) INS improperly evaluated bids; and (3) the solicitation was defective. GAO held that: (1) since the vendors' quotations were informational responses, there was no requirement that the quotations comply precisely with the requirements; and (2) the protester untimely filed its protests regarding alleged solicitation improprieties after bid opening. Accordingly, the protests were denied in part and dismissed in part.
