A firm protested a National Oceanic and Atmospheric Administration (NOAA) contract award for report publication, contending that NOAA use of undisclosed evaluation criteria resulted in the rejection of its bid. GAO held that NOAA properly: (1) evaluated the protester's proposal in accordance with the specified evaluation criteria; and (2) determined that the awardee's bid was technically superior and most advantageous to the government. Accordingly, the protest was denied.
