A firm protested a National Aeronautics and Space Administration (NASA) contract award for thermal imagers, contending that: (1) NASA improperly determined that the awardee was the only responsible source that could supply the required equipment; and (2) the sole-source restriction violated the requirement for full and open competition. GAO held that: (1) the protester's descriptive literature failed to establish that its product could satisfy NASA requirements; and (2) NASA properly determined that only the awardee could supply the required equipment. Accordingly, the protest was denied.
