A firm requested that GAO award it the costs of pursuing its protest of a Federal Communications Commission contract award, to the extent that it was not compensated in its successful lawsuit. GAO held that, since the Comptroller General had not determined that the contract award violated any law or regulation, the protester was not entitled to an award of protest costs. Accordingly, the request was denied.
