[Protests of DPSC Solicitations for Beef]

A firm protested three Defense Personnel Support Center (DPSC) solicitations for market-ready beef, contending that DPSC had a sufficient expectation of small business interest to warrant set-asides. GAO held that DPSC reasonably issued the solicitations on an unrestricted basis, since its delivery terms rendered small firms' performance costs prohibitive. Accordingly, the protests were denied.
