A firm protested the General Services Administration's (GSA) rejection of its unsolicited proposal for a cost-comparison study of motor vehicle fleet management services, contending that GSA: (1) improperly rejected its proposal; and (2) failed to comply with the applicable procurement laws and regulations. GAO held that the protester untimely: (1) filed its protest more than 10 days after it knew the basis for protest; and (2) protested alleged solicitation improprieties. Accordingly, the protest was dismissed.
