A firm protested a Defense Fuel Supply Center (DFSC) contract award for reconciliation services, contending that DFSC: (1) DFSC misclassified the solicitation announcement; (2) failed to solicit it for the procurement; and (3) failed to meet full and open competition requirements, since it made award to the sole offeror. GAO held that DFSC: (1) reasonably classified the solicitation as miscellaneous; (2) took the appropriate actions to ensure that the protester received the solicitation; and (3) properly obtained full and open competition. Accordingly, the protest was denied.
